The CO2 Performance Ladder is gaining ground across Europe! In 2024, Germany, Portugal, and the United Kingdom began implementing the Ladder as a powerful procurement tool and robust CO2 management system. They are following in the footsteps of the Netherlands and Belgium, where the Ladder transitioned from successful pilots to structural implementation in 2024, as well as France and Ireland.

The CO2 Performance Ladder has landed in Ireland and is already making a tangible impact: the very first project achieved an impressive 21% CO2 reduction. Transport Infrastructure Ireland (TII) has since published three framework agreements, placing the Ladder at the centre, covering sustainable infrastructure projects for the next four years. Meanwhile, three Irish organisations are working towards their certification – a clear sign that the Ladder is gaining traction here as well. The CO2 Performance Ladder is also making its debut in the United Kingdom. Transport for London (TfL), responsible for an annual procurement value of no less than £6 billion, has embraced the Ladder as a tool to achieve its climate goals.
Currently, eight projects have been selected where the CO2 Performance Ladder is being actively applied, marking TfL’s first steps towards making its infrastructure projects more sustainable. With Action Sustainability as the official partner, further implementation and knowledge sharing in the UK is being strongly supported.
The CO2 Performance Ladder is expanding into Germany, where it is collaborating with the Center for Sustainable Consumption and Production (CSCP) to promote sustainable procurement. The first pilot projects will soon get underway, aiming to establish a solid framework for sustainable procurement across various sectors.
The CO2 Performance Ladder is steadily gaining ground in Belgium. There are currently 82 Belgian certificate holders, with 21 new entrants expected in 2024. In addition, 17 contracting authorities are actively using the Ladder across 35 tenders. In France, our partner Asea is actively working on rolling out the CO2 Performance Ladder, in close collaboration with five major contracting authorities and industry organisations such as Pacte PME and the Observatory for Sustainable Procurement (ObsAR). To date, four tenders have been published, with one contract awarded and several large tenders in preparation.
The parties involved include RTE (Réseau de Transport d'Électricité), La Poste (the French postal service), UGAP (Union des Groupements d'Achats Publics), RESAH (Réseau des Achats Hospitaliers), and the city of Lyon (Grand Lyon Métropole). These frontrunners are leading the way in integrating the Ladder in France, sending an important signal for sustainable procurement.
The CO2 Performance Ladder is launching a pilot in Portugal. Aliados Consulting is the national coordinator of this pilot, which aims to accelerate CO2 reduction and promote sustainable procurement in the country.
